This diagram is taken from The Continuum of Literacy Learning by Fountas and Pinnell.

Reading is a complex process.  It involves a network a strategic actions that take place as a reader is thinking within the text, beyond the text and about the text.  Although each action is listed in its own section of the wheel, these actions take place simultaneously and seamlessly in the head of a reader.
